If the campaign is based around an empire of Gnolls with the PCs as slaves who escape and eventually overthrow their former masters, then a Monster of the Week approach to adventure design probably doesn't make much sense. The campaign changes over time as goblins turn to orcs to golls to trolls to giants and so on.
